Shoring & Underpinning in South Boston & the Seaport
Two very different grounds sit side by side. Inland, South Boston's triple-deckers stand on glacial drumlins and old shoreline fill. The Seaport is made land on the harbor flats, with soft ground over rock that public borings put at a median of 82 ft.
The ground
What's under South Boston & Seaport
South Boston's high ground is two joined drumlins, the Dorchester Heights of 1776 (Kaye, 1976). The USGS surficial map shows 26% of South Boston as thin till and 11% as thick till; around the hills, 53% is made land along the old shoreline. The rock is split between Cambridge Argillite and Roxbury Conglomerate on the state map.
The Seaport, the South Boston Waterfront, is over 99% made land: the flats north of the old peninsula, filled in the second half of the nineteenth century (Kaye, 1976). Public borings are dense there, clustered along Fort Point Channel and the harbor edge: 195 reached rock at a median of 82 ft, the middle half between 68 ft and 113 ft. Inland, South Boston's 148 logs put rock deeper, at a median of 102 ft.
Near the water, groundwater is close to the surface: the Boston Groundwater Trust's 12 wells in the Fort Point district read a median of 7.5 ft below the sidewalk over the last year. Only the Fort Point Channel edge is inside the Groundwater Conservation Overlay, 3% of the area's land, almost all of it in the no-harm area.

The work
Typical below-grade jobs in South Boston & Seaport
Inland the work is mostly in and beside triple-deckers; on the waterfront it is excavation in soft, wet ground. The ground under one block can change from till to fill, so the method follows the borings.
Triple-decker basement lowering
Turning a cellar into living space, often a new unit, means lowering the slab and underpinning the old foundation walls in short sections so they are never undermined. Within one block the footing can sit on till near the hills and on fill toward the old shore.

Infill on narrow lots
New townhouses and small apartment buildings replace older houses on narrow lots: the city issued 87 new-building permits here in 2021–2025. The excavation usually needs support along one or both lot lines, next to an occupied house.

Seaport excavations below the water table
Deep fill over soft silt and clay, with water about 7.5 ft below the sidewalk: excavation support on the waterfront usually has to cut off water as well as hold back soil, and deep foundations pass through the fill and clay to till or rock.

Fort Point's warehouse blocks sit on fill by the channel, and some stand on wood piles: 3 of the permits here in 2021–2025 were test pits to inspect them. Exterior changes in the Fort Point Channel Landmark District go through its commission.

- Permits that describe digging below grade
- Building permits whose applicant narrative uses, at the start of a word, excavate/excavation, underpin/underpinning, dig out, or lowering the basement or cellar. Negated phrases (“no excavation”) are removed first; driveway, parking-lot and paving jobs that name nothing structural are dropped. Boston amendments and trade permits are not counted. A floor, not a census: plenty of basement jobs never use these words.
- New-building permits
- Permits the city files as permit type “Erect/New Construction”. Certificates of occupancy that carry the same “Erect” work label are excluded.
- Depth to bedrock
- Public borings and well-driller logs that reached rock, placed inside the boundary by their coordinates. Median and middle half (25th to 75th percentile). Fewer than 10 logs: no typical depth is quoted. Holes that stopped above rock are counted separately.
- Inside the Groundwater Conservation Overlay District
- Share of the land area inside the overlay's mapped areas, measured on a flat (Massachusetts State Plane) projection.
- Groundwater
- Active Boston Groundwater Trust observation wells with at least two readings in the last twelve months. Each well's median reading, then the median across wells: as an elevation (Boston City Base) and as a depth below the well's rim, which sits at sidewalk level. Fewer than 10 wells: not quoted.
