Where these numbers come from

Basis

Left in place. 35 public bids on 5 lettings and 6 pay lines, from CTDOT, MassDOT, RIDOT and VTrans (2015–2026; every year is used, because bids from 2019 on leave fewer than 8 lettings). Every bid is restated to 2026 dollars and to a typical ESC job of 853 SF. A letting’s weight halves every 3 years, and each letting counts once, however many bidders it drew.

ESC’s rate is compared as a general contractor carries it: the published typical rate plus 10%, because a public pay line is the general contractor’s price, markup included.

Limited evidence: 5 lettings. A comparison is published from 3 lettings; 8 or more count as strong evidence.
